State refuses to increase aid on buying buses By HAL LIPPER Daily News Staff Writer COLUMBUS The State Controlling Board refused Monday to consider a request to increase state aid for school districts, including Dayton, that are buying buses to comply with racial desegregation orders. The State Board of Education had requested that the Ohio Legislature pay the entire bill for extra buses needed for desegregation in Dayton, Columbus and Cleveland. School 1 systems in Hamilton County (Cincinnati), Lima and Youngstown have desegregation cases pending in federal courts, and would probably come under a similar request if busing is ordered in their areas. "IF WE PICKED UP THE tab for Columbus and Cleveland alone, we'd have used up nearly all our budget for all the school districts in the state for two years," declared Sen. Harry Meshel (D- Youngstown).

"The ramifications of such a request leave some of us trembling," he said in opposition to the state Board of Education's recommended change in the bus purchasing reimbursem*nt schedule. Dayton requested reimbursem*nt for 111 buses; Columbus, 213; Cleveland, 60. Meshel asked Dr. Herbert E. Brum, state director of school finance, if the federal government would provide assistance for the purchases.

BRUM SAID HIS DEPARTMENT had not determined if it would. "Until the time that you and the Office of Budget and Management come up with some figures, don't expect my vote," responded Rep. Myrl Shoemaker (D- Bourneville). He added the controlling board shouldn't consider requests from the board of education until it produces figures showing what school districts have done with their transportation monies and how they could bear more of the costs. Shoemaker said the state might not only be saddled with the purchase of the buses, but possibly their operation at a later date.

Running buses costs six times their purchase price, he said. HE SUGGESTED, HOWEVER, that some action be taken soon, saying, "I'd rather deal with it now than wait for an election year." The State Board of Education had said it did not necessarily need more aid from the General Assembly. The board proposed that the current 35 per cent subsidies to other school districts could be reduced in order to provide more money for the desegregated districts. Controlling Board President Robert F. Howarth Jr.

criticized the proposal, saying it would be unfair for school systems to have their bus purchasing subsidies reduced to help pay the desegregation costs of other districts. Suspect's friend silent on stand A woman denied immunity from testifying against the man with whom she is living refused Monday in Montgomery County Common Pleas Court to answer certain questions about what he did the night he is accused of shooting to death another man. Karen Jackson was an employe of the Wright Place Lounge, 136 Woodman on Aug. 27 when a Kettering man was shot and killed after fist fights at the bar. Luther Martin (Bugs) Combs 31, of 111 Nimitz was indicted by the county grand jury for murder and felonious assault.

Combs is being tried in Judge Carl D. Kessler's court before a jury of seven women and five men. Combs is accused of shooting to death Kerry Douglas Edwards, 32, of 1031 Mendota and shooting at Ralph T. Turner. MISS JACKSON testified Monday that on the night of the fights and shooting, she was an employe of the bar and that she has been living with Combs a number of years.

Montgomery County Assistant Prosecutor Joseph A. Koenig asked Jackson, "Did the defendant, Bugs Combs, ask you for a gun" after he was involved in a fight outside the bar? "I refuse to answer that on the grounds that what say might incriminate me," Jackson replied. On three later occasions she replied in the same way. Teen critically injured in Beaverereek shooting Beavercreek Twp. police are investigating a Monday afternoon shooting incident which left a 16-yearold youth critically injured.

Police said Chris Boggs, 4380 Hobnail Beavercreek was shot in the stomach with a shotgun Monday afternoon. Investigators were called to the Boggs residence at 3:09 p.m. and found the injured teenager inside the house. "We're not sure right now if it was an accident or not," said Wayne Boggs, the youth's father. "He was in the house alone, and we don't know what happened." The younger Boggs had been in school Monday, according to his father, who said the initial investigation indicated intruders were in the home Monday afternoon.

Young Boggs underwent surgery at Miami Valley Hospital and was listed in critical condition today. The Greene County sheriff's office was called to assist in the investigation. Nearly two inches was measured at 7 a.m. and the National Weather Service said accumulation by evening could total two to four inches.

Moving in behind the storm is high pressure, cold Arctic air, which is expected to drop temperatures to near 10 degrees tonight. The temperature is not expected to get above 15 on Wednesday. Coming in from the West Coast is another storm. It is forecast to reach Wyoming Wednesday morning. Snow out ahead of the storm could reach Dayton by Wednesday afternoon.

Lately I've been having stomach upsets. I get bloating, cramps, diarrhea and gas within a few hours after I've taken milk. My doctor says I probably suffer from what he calls lactose intolerance. Any suggestions? Mr. B.

As we grow older, many have a marked decrease in the amount of lactase in our gastric system (this enzyme breaks down the lactose sugar). As a result, we may have the symptoms you've enumerated. Assuming you have lactose intolerance, I make three suggestions: 1. Try taking smaller amounts at a time. 2.

Some patients intolerant to milk have found that they do not have symptoms if they drink boiled milk. 3. Take a glass of milk at meal time. Taken on a full stomach, you are less likely to invite flatulence, diarrhea and cramps. Many exclude milk entirely who might be able to take it comfortably.
